JOHNNY Mercer attacked the Government yesterday as a former Scots Guards captain replaced him as Veterans Minister. Leo Docherty took office after Mr Mercer left Boris Johnson's Government, frustrated at a lack of progress over legislation to protect British veterans who served during the Troubles.
